Academics

All students are expected to perform to the best of their abilities.  Assignments are given to challenge some and provide extra practice for others.  Students are encouraged to work hard, ask questions when they are uncertain, and participate in class discussions.  Teachers determine which assignments will be graded and recorded.

Promotional Consideration

Promotion, on the primary and intermediate levels  (first through fifth grade) occurs when the student's overall cumulative average is a seventy percent (70%) or higher in Reading, Language Arts, Mathematics, Social Studies and Science.

Kindergarten students will be promoted based on mastery of promotional skills

Promotional Exercise

After the completion of the current school year, all fifth (5th) grade students will be invited to participate in the annual Promotional Exercise and Awards Program.  During the promotional exercise, the students with the two highest averages are recognized as the 1st and 2nd Honor students

First Honor Student

The First Honor Student must be a student who attended the Yvonne E. Milliner-Bowsky Elementary School for all four marking periods of the fourth and fifth grades.  This individual must have the highest average of all the students in the class and make the honor roll at least three out of four marking periods each school year in order to be considered for this honor.

Second Honor Student

The Second Honor Student must be a student who attended the Yvonne E. Milliner-Bowsky Elementary School for all four marking periods of the fourth and fifth grades.  This individual must have the second highest average of all the students in the class and make the honor roll at least three out of four marking periods each school year in order to be considered for this honor.

In the event of a tie, those students with the same average will share the respective title(s) and enjoy the privileges thereof.

Retention and Other Placement Decisions

Recommendations for the students' placement are made in consultation with the principal, teacher and parents. Each child is a treasured investment, and from time to time, may require special considerations as it relates to placement decisions.  Parents are encouraged to visit the school to share concerns  The school faculty and staff are available to ensure each student's ultimate goal is achieved.

Students who are not performing as well as expected receive specific placement recommendations.  Parents will be called in to discuss these recommendations.  Transitional or retention forms are prepared and require parents' signature.  All decisions are based on the policies of the Virgin Islands Board of Education.  Parents' refusal to sign, however, does not negate the action being considered for the student.

If the student's final averages for each promotional subject indicate that promotion has occurred, the decision may be reversed and the signed form destroyed.  However, if the parents believe the original decision will provide their child with the additional reinforcement needed for greater academic success, then the student's original placement may stand.  A student can be retained once in kindergarten and no more than once in grades 1st thru 5th.

The academic success of every student depends on the cooperation and communication established and maintained throughout the school year.  Some students will require special services to assist then in achieving and maintaining success.  Let's commit to working together for the benefit of all students.

The Department of Education under the Office of Special Education, provides additional services that positively impact students' learning.  These services include but are not limited to student placement in special programs such as those for students with special needs.

Conferences are scheduled and vital areas discussed prior to any student being considered for testing or placement in these programs.  Parent approval must be received prior to any action taken for these services.
